There is some talk about a brazen smokescreen on the other side. I suggest the brazen smokescreen might be to first stand up and say we are going to have more border security but we are not going to pay for it. and then turn around 30 seconds later and claim to be the guardians of fiscal responsibility. You cant do that. That is a smokescreen. Another way to have a brazen smokescreen might be to stand up and make an impassioned speech and say: Lets spend $2 billion for border security without paying for it. knowing full well that many amendments that are not paid for then get lost somewhere in the process and never are passed. And then the American will people say: What happened over there in the Senate? I saw them say they were for border security. but the money never came through. The American people want us to maintain the border. pay for it. and do it. The Gregg amendment does it.
