The point I am seeking to make is that these essential capital improvements on border security. the $1.9 billion this year. which is in addition to the amount of money that Senator GREGG and this Congress added to the budget in the last two budgets. will make capital improvements necessary to merely maintain our current capacity to enforce our borders. There is no need to pass any kind of immigration bill unless we have both the authority and the money to secure the borders.
