In fact. with regard to green cards. it increases significantly the number that would be granted over the bill we rejected yesterday. It is an unprincipled approach. in my view. and not a well thought out plan. With regard to this question. who will say on the floor of this Senate that the enforcement provisions will be carried out and we will actually have enforcement on the border?
