When a bill comes to the floor. as we reported the immigration bill out of committee. other Members are entitled to offer amendments to see if they can persuade 51 Senators to vote their way or. if cloture is necessary. to cut off debate. to see if they can get 60 Senators to vote their way. and then to change a committee bill. The committee doesnt speak for the Senate. The committee makes a recommendation.
