The fact is that. as we have over now several days endured. I am not so familiar with every nuance of Senate procedure so as to fully understand all that might be and could be done. But there is also a benefit to that. which is that I am so accustomed to what the rest of America thinks and hears and. frankly. have a view that I think is also fresh. which is to say: How do you explain to anyone in America that on something as fundamentally important as the immigration laws of this country. on a system that admittedly. while we cannot agree on much. we have to agree is a broken system. that today is not working. not serving Americas need for security of the border. that is not serving Americas need to know who these 12 million people are and why they are here. that today is a system that compounds and permits illegal behavior by those who cross the border illegally and those who employ them and benefit by their labo. There is a tacit understanding that we have an illegal system and we are fine with that. In the midst of that need and in the midst of this overwhelming problem we have in our country. the Senate has a responsibility to do something about it.
