Mr. President. I thank Senator LEARY. ranking member on the Judiciary Committee. I have received just this afternoon in my office some disturbing news in the form of correspondence from the Congressional Budget Office. It suggests a number of areas where the amendment we are talking about here today. No. 3424. the immigration socalled compromise. violates our budget and the rules of the Senate. Let me read from the correspondence we have received. This is something. as you know. Mr. President. as a member of the Judiciary Committee. that we never discussed at all. It is not a matter we spent any time at all discussing as we moved forward with legislation which ultimately cleared that committee and came to the floorlegislation which I thought was not good legislation and which I opposed. and so did the Senator from Texas. who just relinquished the Chair.
