Mr. President. I would like to take a few moments of the Senates time to try to put this legislation at least into some perspective. as someone who has worked on legislation dealing with immigration for some period of time. so the American people can have an understanding of what this debate is really all about. I think all of us understand what has been well stated here. and that is our borders are broken and porous. Ten years ago. we estimated that about 40.000 were coming into this country illegally and we were catching maybe almost half of them.
