I know during the 1990s. we reached an unemployment level of about 2 percent plus in Massachusetts. I believe it was around 4 percent as a nation. effectively full employment in the United States. Still there were a whole bunch of lowwage jobs people didnt want to do. There simply arent enough visas for the people who want to come in to do those jobs and for the jobs that people want to have done to fill. And with the lure of higher paying jobs than in their home countries. workers come in to fill them. That is a centuriesold reality. not just here but in countries all around the world.
