It would provide grants to organizations to offer courses in American history and civics so that new citizens could learn the principles that unite us as a country. It authorizes a new foundation to assist in these efforts. This is an area ripe for publicprivate opportunity. I think there are a great many peoplemany of whom may be immigrants themselveswho would want to contribute to a new foundation that would help new citizens learn more about our country. We codify the oath of allegiance which new citizens swear when they are naturalized. This is a remarkable law. Onehalf million to a million new Americans this year will take the oath.
