In other words. if we would just agree that the 3 million or so people who entered our country without legal authorization would be given amnesty. we would then have worksite verification and sanctions against employers who hired people In violation of the law. and this problem would go away. As I pointed out then. the amnesty that was granted in 1986everyone now acknowledges it was an amnesty.
