Mr. President. the bottom line is that many things we have authorizedadditional Border Patrol agents. additional equipment. additional aircraft. radar. UMVs. camerasneither the President nor the Congress over the years has seen fit to provide. We have gotten a lot more in recent years than we have in the past. But the bottom line is merely because we authorize something doesnt necessarily mean it is going to be appropriated. It is not just a matter of money. Sometimes it is a matter of enforcing laws that we have on the books--such as the employers who find it very difficult to differentiate fraudulent documents and. therefore. they end up hiring illegal immigrants. But we dont enforce that law. It is hard to blame the employer. but the Government isnt trying to enforce it. either.
