President. the purpose of this amendment is to assist border law enforcement agenciesthat is. local law enforcement agencies--in addressing borderrelated criminal activity. Border law enforcement agencies incur significant expenses in dealing with crimes. such as human smuggling. vehicle thefts. drug trafficking. and the destruction of private property. These crimes occur and this enforcement is required because of their proximity to the international border and because of the failure of the Federal Government to adequately secure that international border. According to the study by the Border Counties Coalition. criminal justice expenses related to immigration alone exceed $89 million a year. Mr. President. it is time that the Federal Government help these border communities cover some of those costs.
