Mr. President. we will have more to say about a lot of other aspects of the pending legislation and what we need to do. I wanted to take this time at least to lay the groundwork for the discussion of why it is important to enforce the law. The final point I will say is this: We are. it is often said. a nation of immigrants but a nation of laws. What do we mean by that? We mean that when we go to an intersection and the light is green. what do we know? We know we can drive on through because the people who have the red light will obey the law.
