It is in that spirit that Senator DOMENICI spoke and that Senator MARTINEZ spoke and that others have spoken. Democrats and Republicans. It is that spirit which we hope to capture when we address this issue and finally vote on the legislation that is before us. I look forward to having the chance to speak at greater length tomorrow. I spoke earlier today about the history of the whole migrant program and the steps that have been taken. There have been failures and some successes. but the challenging opportunities are the ones we face today. This is an issue which isnt going to go away.
