Senator SPECTER made it possible with his leadership. Senator KENNEDY. on our side. has worked on these issues since before any of us presently on the floor were in the Senate. And with the work of Senators from both sides of the aisle. we have a bill that provides a realistic. a reasonable system for immigration. We voted in a bipartisan majority. We have seen. over the years. the Judiciary Committee become more polarized. We have seen. in the past couple of years. more and more strongly bipartisan votes. In this case. it was a bipartisan majority with a vote of 12 to 6. with twothirds of the members of the committee voting in favor of a bill that protects Americas borders. strengthens enforcement. andand this is what is so importantremains true to American values. The Judiciarj Committee has confronted the challenging problem of how to fix our broken immigration system head on. It has sent to the Senate a good product. The committee met six times to debate a proposal offered by the chairman. meeting for long hours and considering dozens of amendments.
