We .have an obligation to look downrange. to look beyond the horizon and ask questions of all of us. What has America been? What is America today? And what is America to be tomorrow. next year. next decade. next generation. next half a century. next century? Madam Speaker. I do not hear a lot of that discussion in this immigration discussion that we have. I hear shortterm discussions that have to do with I need to have these people come in here. the illegals. because we count them in the census and therefore we apportion congressional districts. They have a representation in Congress. and they do.
