It is important for us in the United States. and I think really in the world. Let me just state why I think it is important in terms of its economic and democratic development. Clearly it has met the requirement in JacksonVanik as to immigration. JacksonVanik was an amendment to a trade bill. and so it is relevant for us to look at the economic and democratic developments within Ukraine. The JacksonVanik instrument is our opportunity in the Congress to deal with the accession of countries to the World Trade Organization. and that is why we have withheld PNTR in several cases until we were satisfied in terms of the WTO accession agreements and could participate in the development of those agreements.
