This amendment is simple and straightforward. It does two things. First. it increases the penalty for document fraud. and. second. it imposes a mandatory minimum sentence on any illegal alien convicted of either a crime of violence or a drug trafficking offense. Mr. Chairman. document fraud is a key component of the activities of human smugglers and human traffickers. These smugglers. many of them engaged in smuggling and human trafficking through my State of Arizona. create false Social Security cards. false green cards. visas and a variety of other fraudulent documents as an essential part of their smuggling activities. Yet. under current law. the penalty for these crimes is insufficient to deter this type of activity. The amendment increases the penalties for document fraud. committed to facilitate a crime of international terrorism by imposing a minimum sentence of 25 years.
