Session #109 · 2005–07

Speech #1090100156

The managers amendment would expand the definition of aggravated felony to include a wide range of passport and related document offenses. even if the person never spent a day in jail. As I have previously stated. the consequences of an aggravated felony conviction are severe. They include. among other things. mandatory detention. permanent deportation and ineligibility for any type of relief. And so I think that is a very serious criticism. It criminalizes the most vulnerable of our populations. This managers amendment. with regard to passport fraud. would criminalize trafficking victims. victims of domestic violence or abuse. victims of animals. coyotes. and others who often do not have control over what documents are presented to immigration officials on their behalf. Madam Chairman. I yield 1 minute to the gentleman from California . a member of the committee.
