The gentleman mentioned some things that are deficient in the administration of our immigration laws. and they are not new things. Let me just give you an example on reporting a change of address. Do you know how that is done? You fill out a piece of paper. and you submit it. Do you think it is possible to actually find those pieces of paper. the millions of pieces of paper?
