Mr. Chairman. I yield myself 3 minutes. It is interesting that in the face of a massive failure of administration of our border security. the Congress responds not with enhancing the remedies and its personnel so that we can enforce the law. but instead comes up with a bill to dramatically change the law. I mentioned earlier. we have cited and released individuals who never showed up. 80 percent of the time or better. And what did the administration do? They just kept doing it. That is the definition of insanity. doing the same thing over and over again and expecting a different outcome.
