That means if this rule passes. there will be no debate. let alone a vote on whether these provisions should be included. I think that is wrong. and I would urge my colleagues to vote no on this rule so amendments can be considered. This is too important an issue to gag this debate. Let us have a real debate. a constructive debate that will actually do something about the problem of illegal immigration.
