I am very pleased we have decided to avoid a partisan battle on this issue. Unfortunately. several other changes to the bill were made after the conferenceand these make the bill much worse. First. the Senate bill contained a provision that would have provided for the adjustment of the status of Haitians. This provision. which had bipartisan Senate support. would allow 40.000 Haitian refugees who have been in this country since 1995. to stay permanently. Last year Congress provided this same type of correction for 150.000 Nicaraguans and 5.000 Cubans. The conference report before us drops that provisiondespite the fact that it was agreed to by all conferees.
