The Lowey provision is a critical. basic necessity that has a "negligible" cost according to the Congressional Budget Office. I urge my colleagues to recognize and respect the legislative process. And we must vote "no" because the Republicans have also stripped the language providing Haitian refugees the chance to establish legal permanent residence in the United States. This Haitian language would enable an estimated 40.000 Haitians. including about 11.000 paroled into the United States after the military coup in 1991 by the Bush administration. to adjust to permanent residence status. These Haitians deserve the asylum that has been provided to their Nicaraguan and Cuban counterparts.
