We could not get this bill to the floor without taking those out. Now I begged. I pleaded. with my colleagues on the other side of the aisle the other night to support that rule. Three of those provisions: those dealing with day care. with the Haiti refugee assistance and with the contraceptive coverage. were strongly supported by most or many and most of the Members on the other side of the aisle. The other issue. on dealing with the FEC. was not. but they made it clear that three out of four was not good enough. It had to be four out of four.
