Session #105 · 1997–99

Speech #1050192246

We need to address these problems on both a longterm and shortterm basis. This compromise reflects this reality. H1B visa holders bring unique skills to American companies help U.S. businesses access foreign markets. provide training to American workers about foreign markets. and help fill temporary worker shortages. Clearly. the longterm answer is to be sure that American students and workers are prepared to fill these good jobs permanently. But this bill provides 10.000 scholarships a year for lowincome students in math. engineering and computer science. Equally important. it provides training for many thousands of American workers through the Jobs Partnership Act. These programs will be paid for by the companies that benefit from the HlB visa program. and not by taxpayers. The bill protects our workers today with three types of layoff protections. including requiring those companies most likely to abuse the program to attest that they are not laying off an American employee to hire an HlB employee. The bill even provides a $35.000 fine for violations. For the short term. while we are helping to train and educate American workers and students. we provide a temporary 3year increase in the number of HlB visas. Mr. Speaker.
