Speaker. I rise today in opposition to the Watt amendment in the nature of a substitute to H.R. 3736. the Workforce Improvement and Protection Act. The H1B program is critical to our Nation. and. in particular. to the state of Utah. which I represent. The engine driving American productivity has performed well beyond anyones expectations over the past several years. and I am sure we all realize how much of this performance is due to the contribution made by the hightech sector and its commitment to research. development. innovation and achievement. So today we must make a choice that is critical to this engine of American productivity.
