Mr. Speaker. I cannot emphasize too strongly. and I returned to the floor to state that this is an education problem. not an immigration problem. The immigration bandaid is botching up the whole process. There is a symptom here. We have a problem in terms of a shortage of people to fill information worker jobs. As long as we patch it up with a bandaid. we are not going to deal with the real problem. We need major surgery. Instead of a DePaul University experiment. which is a laudable innovation and I have no problem with that. but it is too small.
