I thank the distinguished gentleman from Texas for yielding this time to me. and I commend him for his leadership on this issue. Mr. Speaker. I rise today in strong support of H.R. 3736. This wellbalanced legislation addresses the needs of the business community while protecting the wellbeing of American workers. It meets a shortterm labor demand for our country. and it institutes strong safeguards to protect against a permanent reliance upon alien labor sources. including a new program of grants to provide technical skills training for workers. Mr. Speaker. one project that should be supported under this new program is the DePaul University HighTech Workforce Pilot Program in Chicago.
