It is about a lack of workers that are the cheapest to be found. It is about a lack of indentured servants that we can bring in from other nations who cannot complain because there is virtually no enforcement by the Department of Labor. Now I understand under the bill that we are to take up today that we have increased some of the oversight by the Department of Labor. but the fact of the matter is that only the smallest percentage of companies using HlB visas will be able to be scrutinized. Those will be the companies that are called HlB dependents. When I first began to talk about the problem with HlBs and this visa. a lot of people across America were calling my office. Mr. Speaker. and indeed some Members thought H1B was some experimental aircraft. The fact of the matter is that this was a program that was developed back in 1990. The colleges and the universities and the high tech industries were coming to Congress saying. we are not educating enough people with PhDs and the kind of degrees to take these high tech jobs.
