Mr. Chairman. there have been a couple of misrepresentations here and I would like to clarify them. With the legislative intent by the author of those provisions. the Secretary of Defense shall assist in keeping illegal drugs out of the United States by assigning members of the armed forces to assist the Immigration and Naturalization Service and the United States Customs Service. It does not limit the assistance but it does not say it must be patrolled. either. It is at the discretion of the Secretary of Defense. in consultation with what I had assumed to be the brain trust of our country.
