So why do we have the requirement for citizenship? Elections are the very lifeblood of democracy. Fraud in election poisons our electorial system and undermines the trust that is essential to democracy. Under this amendment we are introducing today. State and local election officials would be able to make inquiries to the Social Security Administration. which has a record of citizenship when they assign a Social Security number. and to the Immigration Naturalization Service which can also help verify people who have submitted to naturalization and citizenship. This would be set up by the Attorney General. Voting. as I suggested. is the most fundamental act of citizenship.
