Mr. Speaker. I rise today in strong support of the Mollohan amendment which provides full funding for the 2000 census. including the use of statistical sampling. Fundamental to our democracy is the notion that everyone counts. In 1990 the census missed millions of people. The Bureau believes it missed 1.8 million Americans. Most of those who were not counted were lowincome people living in cities. in rural communities. AfricanAmericans. Latinos. Asian Americans. immigrants and children. Almost 50 percent of the individuals not counted in the 1990 census were children. Are they not a part of this country? Funding for many of our school programs depends on an accurate count of our children.
