Session #105 · 1997–99

Speech #1050177253

I visited Vietnam as part of a Congressional delegation. although there was a certain level of economic and political interaction between the United States and Vietnam. there was still the need to increase this interaction. The JacksonVanik waiver. enacted for the first time on March of this year. is a tool for this interaction. for this engagement. Not only has the JacksonVanik increased the freedom of emigration in Vietnam. our American businesses investing and exporting to Vietnam are benefitting from federal economic programs. such as those administered by the ExportImport Bank. Removing the waiver could mean job losses for workers in the United States. It will be a great setback not to grant the waiver.
