I yield myself such time as I may consume. Todays debate is not about whether we respect our wonderful former colleague and now ambassador. Mr. Peterson. We do. although we note there are others who were prisoners of War in Vietnam who feel that we should support this resolution. This debate is about whether we use this tool available to us to get Vietnam to do the right thing. to allow for free emigration. If they were doing the right thing. we would not need to have this waiver before us at all. We must stand firm for human rights by using this tool to increase performance.
