Those who are persecuted and denied basic human rights look to us. as citizens of the worlds oldest democracy. to responsibly pursue policies that would permit some hope of social. political. and economic benefit. In its origins and provisions. JacksonVanik is centered on freedom of emigration. Advocates of this resolution will tell you that Vietnam has eliminated the requirement for an applicant under the Resettlement Opportunity for Vietnamese Returnees program to obtain an exit visa prior to an interview with the U.S. Immigration and Naturalization service. They will point out this "progress towards" free emigration satisfies the requirements of the JacksonVanik trade law. The truth is that Vietnam has not dropped its requirement for exit permits. Rather. this requirement was merely delayed until after the applicant is interviewed and approved by the United States interviewing teams.
