It ensures opportunities for students active in the VietnameseAmerican communities for study and humanitarian services in Vietnam and for the exchange of Vietnamese students to study in the United States. This organization is dedicated to friendship with our Vietnamese allies. and the opportunity to gain the respect of our former Vietnamese adversaries in the tradition of patriotism. service. and leadership demonstrated by the lives of the Westmorelands. I see many positive advantages at the local and national levels for free immigration and social development. As the next millennium approaches. we should be concerned with forming a lasting relationship with countries like Vietnam. I urge my colleagues to vote no on House Joint Resolution 120.
