Other welldeserving projects of merit and national necessity deserve to compete for the scarce funds gobbled up by locality specific earmarks such as the North/South and EastWest Centers. Unfortunately. these projects will never receive fair deliberation if the Appropriations Committee predetermines their fate by "recommending" and "urging" the Department to give special consideration to certain projects over others. In sum. it is patently unfair to divert scarce resources to porkbarrel. special interest projects. at the expense of welldeserving projects which would benefit the public as a whole. The bill also contains language that directs the Immigration and Naturalization Service to expand the duty station in Grand Junction. Colorado. Moreover. this language directs the INS to open new duty stations in Alamosa.
