I rise today to say that what we have in front of us is a major rewrite of the Guest Worker Program. This particular proposal has had no hearings. I have talked with my colleagues. of whom I am very fond. on both sides of the issue. and I am getting different responses. One says it will vastly increase illegal immigration. the other says it will control it. One says it will depress agricultural workers wages. and the other one says. no. it is going to get better. One says it will take away housing from farm workers. the other says it will get better.
