Mr. President. I join with my colleagues from Oregon. both of my colleagues from Oregon. and certainly the Senator from Florida. who have worked with us to craft the legislation that is now before you. For several years. I have tried to deal with the H2A problem. only to be unsuccessful. I must tell you. Mr. President. I have watched the problem grow across America in a most inhumane way because the workforce is needed and the workers come. They come across our borders illegally. they are subjected to inhumane environments. in many instances. and. as a result. a great problem has grown. not only for a workforce seeking work. but also for the individual or individuals who provide the work.
