Assistant Secretary of State Holbrooke said: The military tasks are doable within 12 months. There isnt any question. The deeper question is whether the nonmilitary functions can be done in 12 months. That is the real question. But it is not the NATO or U.S. force responsibility to do that. It is us on the civilian side working with the Europeans. It is going to be tough. Should the military stick around until every refugee has gone home. until everything else in the civilian annex has been done? No. that is not their mission. That is what Secretary Holbrooke said.
