Congress has attacked the problem on a number of fronts. We have expanded efforts to cut off the supply of drugs by increasing funding for socalled source country efforts: destroying coca fields. using the military more efficiently to interdict drugs. We have passed legislation just last month. in fact. to tighten border controls in our country. Even more encouraging. from my perspective. we have begun a concerted effort here in Congress to get at the heart of the problem by reducing the demand for illegal drugs. That is why this Congress took the unprecedented step last year of working in partnership with the private sector to launch the most aggressive antidrug public service campaign in history.
