Believe it or not. it is perfectly legal today for an employer to lay off qualified American workers and replace them with foreign workers -under the HIB program. and unscrupulous employers have taken advantage of this loophole in the law. In recent weeks. we have seen announcements of layoffs from many of the biggest U.S. companies. and many of these companies have asked Congress to increase immigration quotas so they can bring in more workers from abroad. We owe it to those laidoff U.S. workers to make sure their employers do not bring in foreign workers to fill their jobs.
