Yes. I will just make some brief comments here and then I will yield. My amendment says that before employers can bring in foreign workers under the HIB visa program. they must attest that they have tried to hire U.S. workers first. These are good wellpaying jobs created by the hightech American economy. My amendment assures that U.S. workers will get first crack at these jobs. If employers cannot find U.S. workers who are ready. able. and willing to do the job. thenand only thenshould foreign workers be available. Employers should be required to recruit in Boston. Detroit. and Los Angeles before they recruit in other countries.
