I will summarize later why this legislation must be passed. but I think in this opening statement I have laid out the key essentials. Right now. against the backdrop of very low unemployment in this country. we have a shortage of skilled workers. We need to address that on both the short- andlongterm basis. Our legislation tries to do both. In the shortterm sense. we increase the cap on H1B workers to come to this country. We need that or else we are going to see American jobs lost. not gained. This is not a zero sum situation. Mr. President.
