Mr. President. the Senate is today considering The American Competitiveness Act of 1998. a modest. balanced. and critical change in our immigration laws. The bill does three very important things: (1) it raises the limit on the annual number of temporary visas allowed for highly skilled foreign born professionals for a fiveyear period. (2) it increases enforcement and penalties to ensure the program works as intended. and (3) it increases the opportunities for American students and workers to fill the shortage of skilled high tech workers. As we approach the 21st century. Mr. President. we face a critical challenge with respect to our workforce.
