I want to express my strong support for the Conference Report on S. 1150. the Agricultural Research. Extension. and Education Reform Act of 1998. and to thank Senator LUGAR and Senator HARKIN for the tremendous effort they have devoted to this important legislation. Immediate passage of the conference report is critical for agriculture research funding. crop insurance. and nutrition funding for legal immigrants. The legislation represents desperately needed investment in agricultural research. essential to the continuing production of safe. plentiful. diverse. and affordable food and fiber. Furthermore. failure to pass this legislation will result in massive reductions in crop insurance delivery around the country. especially in high risk areas such as the Northern Great Plains.
