Session #105 · 1997–99

Speech #1050136623

It simply says to not touch the welfare benefits added back for people that were already here on August 22. 1996. Go ahead and take those provisions. but dont set out a provision in law that is giving new food stamps to people who might choose to come in the future. There is a provision in this bill that would give 7 years of eligibility for food stamps to people who come and who declare themselves refugees in the future. Under the provision in the bill. whether they come next year or 20 years from now. they can come and declare themselves refugees and qualify for 7 years of food stamps. Mr. President. I think that is providing the wrong incentive for people to come to America. Let me also say that I am a strong supporter of legal immigration. I dont want to tear down the Statue of Liberty. I dont want to build a wall around America.
