President. is that while relations between Russia and the West are obviously far better than they were during the cold war. they are a far cry from what I believe they can and should be. The Russians can be difficult to deal with. I am aware of that. They are obsessed with being treated as equals even though they are no longer a superpower. Russia in many respects is a poor. backward country. As we have seen in the recent spat with Latvia over Russian immigrants. Moscow is prone to reverting to Its threatening. Cold War manner of dealing with its former territories.
