Large areas of Afghanistan are now training grounds for terrorism and the worlds largest production grounds for opium. Millions of land mines are killing scores of people daily and women are treated as chattel. The war has created a huge humanitarian crisis in the north where more than 2.000.000 refugees are in need of humanitarian assistance. We commend our colleague. the gentleman from California. Congressman ROHRABACHER for filling in for the State Department and AID by raising the funds to ship plane loads of medical equipment to the refugees. I hope that the administration takes this resolution as a signal that it should be doing more to resolve the crises there and that it especially supports the interAfghan dialogue process which would serve as a long term solution to the problems. Accordingly.
